There are a few different types on the market. For kayak fishing look for the submersible/ waterproof ones. Some even float. BPS has a few models.

Well, I wasn't there, but I use a Midland Marine handheld w/weather alerts and scanner. I paid like $50 for it w/the rechargeable/conv battery option, stand, earpiece/boom mic, etc. at an Academy Sports and Outdoors in Texas during a sale. I think it's normally about $70-80. It's waterproof, of course. I just leave it in my cratepak w/the weather alert function running unless I need it. On the rechargeables, a full charge will last about 3 days in this mode over a month if turned off. I've been very happy with it. Folks can talk about effective range of VHF radios all they want to, but the reality is they are all line-of-sight. And from a kayak you have a very short line-of-sight. So you are only going to have much range when communicating with tall ships, shore stations, and aircraft. The more chop/wave action, the shorter your effective range "ship-to-ship." So don't pay too much attention to claims about range. You want durability, battery life, and features that make sense.
